asfvolt16: indications for OMCI proxy messages are not reaching BAL

      Description

      Evaluating the BAL 2.4.2.5 release it appears that sending OMCI packets via the BAL 2.4 remote proxy interface is working. But OMCI packets cannot be received using the proxy interface.

      Most likely this is ordering problem in registering for the OMCI packet indication subscription rather than a problem in BAL itself.
