asfvolt16: BAL 2.4 release evaluation

As a asfvolt16 adapter developer:
I need to know the contents of the BAL 2.4 early release from Broadcom.

BAL 2.4 is an early development snapshot release containing features already on the BRCM BAL roadmap and features requested by the ASFvOLT16 developer community. This story tracks work that needs to be done to examine the contents of the release.

There will be some documentation available for BAL 2.4 but since the snapshot is not release level code we need to allow time to examine the release:

• Examine documentation provided with snapshot and ask questions to BRCM
• Determine how ASFvOLT16 requested features were implemented by BRCM
• Test out new features using Broadcom supplied bcm_sdn_agent/bcm_user_appl code.
• Determine if any additional un-scoped work is needed based on contents of the snapshot.
