Running robot e2e sanity test twice is a row does not succeed

      1. Start kind-voltha (voltha up)
      2. Run test from voltha-system-tests repo make sanity-kind. it should work
      3. Run the test again make sanity-kind, it will likely fail

      There are lots of different failure modes, and it seems the reason for this is there are lots of underlying bugs that are triggered nondeterministically. Take a look at the Issue Links for more details.
