SD-RAN E2 gRPC Proxy

The E2 gRPC Proxy translates the E2 interface from ASN.1/SCTP to protobuf/gRPC.

The Proxy has two interfaces - a) south bound E2 ASN.1/SCTP interface to the base stations and b) north bound E2 protobuf/gRPC interface to the RIC.

The south bound interface is one SCTP connection per base station. The north-bound is a single gRPC connection that multiplexes messages for all base stations.
