SD-RAN MWC demo

This Epic is for tracking all work related to the SD-RAN RIC (RAN Intelligent Controller) demo for MWC (Feb 2020) to show case two applications:

• Hand-over: Trigger UE hand-over from the RIC
• Load Balancing: Trigger a load balance of UEs from the RIC. Adjusting the transmission powers of base stations should trigger the hand-over application to move UEs from the base station whose transmission power has been decreased to the neighboring base stations while power has been increased.

At a minimum, we would like to have the Hand-over application. The Load Balancing application is a stretch goal.
