ONU Dying gasp event should contains RAISE or CLEAR in its device event name

      Description

      I've noticed that no matter if the ONU dying gasp was raised or cleared, the same event name is reported as: ONU_DYING_GASP_EVENT

      The event name should be:

      1) In case of a raise event:  ONU_DYING_GASP_RAISE_EVENT

      2) In case of a clear event: ONU_DYING_GASP_CLEAR_EVENT
