onos apps changes to support OLT Reboot

      Description

      onos olt app need to behave according to the following description:
      purgeOnDisconnection should be set to False.

      When DEVICE_AVALIABILITY_CHANGED event arrived and is “DOWN” and Device Ports = 0 (all UNI as well as NNI ports have been already issued a PORT_REMOVED)
      Call the “purgeFlowRules’ api of the FlowRuleService to purge the flow store
