[BAL 2.4.x]BAL gRPC transport between adapter and driver

      Description

      • BAL API needs to be exposed as a gRPC service for the Edgecore asvolt16 device adapter.
      • The service is implemented by a driver, "asfvolt16 driver" in Figure, running on the Edgecore ASFvOLT16 host processor.
      • The service "translates" protobuf messages (over gRPC) to corresponding BAL api calls to the maple/qumran devices.
      • The client of this service is the adapter, "asfvolt16 adapter" in Figure, running inside the VOLTHA application.
