Let services specify the core version they depends on

We want services to specify the version of the CORE they depends on. The developer will specify the version in the synchronizer config file and the first thing the synchronizer will do is to check with the core that that's the correct version.

In case of failure a log message needs to be printed both in the service and in the core.
