Description

When a voltha instance fails, another one is brought up using the same set of the data as the failed one. The newly created instance must start resync process to sync up its data/config with the PON it needs to manage.

Individual Jiras (to reconcile data after a restart) for currently working adapters are under ~~VOL-66~~

Acceptance Criteria:

This follows that same acceptance criteria as ~~VOL-86~~
