The operator needs to establish a configuration that provides logging configuration for the entire VOLTHA component suite. This configuration needs to be able to provide a default logging configuration for components with overrides on a per component and component module basis.
As an operator, I should be able to granularly control logging at the logical component level
As a developer, I should be able to granularly control logging at the software module / class level.
