      Description

      When running VOLTHA in a (3 node) cluster mode, I should be able to shutdown one instance of VOLTHA without effecting service. The OLTs "owned" by that instance should be transitioned over to another VOLTHA instance. I should then be able to add new subscribers/ONUs to those OLTs.
