Improve OpenOMCI responses to PON/ONT failure conditions

Improve OpenOMCI framework (state machines/tasks) to quickly react to PON and ONT failure conditions.  During work on MIB Sync, Software Download, PM, and Alarms, it is expected that test will be performed to handle periodic timeout, but LOS and unexpected ONT reboots may also occur.  Create a OMCI Task to closely watch for these conditions and provide feedback to state machines so that they can quickly recover from outages.

For example, MIB Synchronization (audit & resync) may need to be schedule to run immediately after restoration instead of waiting for normal timer cycles. Other OMCI state machines may have similar needs and a common method to manage these may be useful
