      Description

      Upgrade asfvolt16-driver build to use BAL 2.4.7.12 (snapshot) release from Broadcom.

      The previous 2.4.3.6 BAL release was a snapshot, early access release. BAL/Maple 2.4.6.10 is a GA release. BAL 2.4.7.12 is a snapshot release that reports the registration_id from the ONU as part of the sub_terminal up indication.
