repo:ci-management - post branching release task for jjb/software-upgrades.yaml

repo:ci-management is one of the first repositories to be released.

Two releases need to be performed:

• Initial branch creation enables a path for testing yet-to-be-released repositories.
• Second release involves patching both master and votlha-2.12 branches.
• ONOS::Component:
  • Master receives the latest *-SNAPSHOT version.
  • branch=voltha-2.12 receives latest published non-snapshot version.

Also Mahir updated the version strings already.

Recheck versions to verify all of the latest published versions have been used.

Then update master to the latest *-SNAPSHOT versions.
