      Description

      Bulk update copyright notice in source to 2024

      • Avoids downstream tedium for community members having to post-patch notices.
      • Notice change also used for side effects, initiate a full jenkins job to probe for problems.

      Dependencies:

      • Update go.mod: voltha-lib-go and votlha-protos
      • Regen: make mod-update
      • run lint to screen for problems
      • make build test

      Jenkins PASS:

      • Update version string in consuming repositories.
      • Create a release branch and update .gitreview file to refrence it.
