OpenOnuAdapterGo: Alarm Mgr has to handle unconfigured MEs responses from ONT during Alarm Audit.

Currently, AlarmMgr at OpenOnuAdapterGo gets into a faulty state with continous Audit/Resynchronise/Audit loop during the following scenarios.
1)When some of the vendor ONTs report unconfigured MEs (For Instance , during testing ONT has responded with VoipConfigDataME Alarm Bit Map when the ONT is not configured for voice path).
2)The ONU-G ME currently doesn't have the defined Alarm Bit Map. Hence, reporting of alarms on that ME causes AlarmMgr to get into a loop state.
3)The MEs as created by OLT as per G984.4 standard are not part of ONU DB and hence the Alarms reported are not handled for these MEs.
