Unable to fetch PON RX power for all the ONTs on a PON port .

      Description

      1) Bring up an OLT.
      2) Activate few ONTs on some of the PON ports of the OLT.
      3) Fetch the RX power values of the ONTs attached to a certain PON port using the below command.

      voltctl device getextval <device-id-olt> <pon-label>
