      Description

      Missing implementation of state transition to REBOOTED when OLT admin-state is set to DISABLED.

      Re-produce this issue locally:
      create/enable OLT and wait for ONUs mib-downloaded
      disable OLT
      stop olt adapter
      reboot OLT manually via OLT shell
      start OLT adapter
      wait for OLT device oper-status REBOOTED (or 8)
      now OLT adapter is stuck in cleanup old resources, they still exists in rw-core and will never be deleted
