Bulk purge branch job pipelines until failure streams are under control

While true do:

• Purge commented job definitions on a branch.
• Add "disable-job: true" to all branch based jobs.

Disable then delete to avoid potential for residual jobs to be cached on server post delete.

Remove versioned /voltha-X.Y/ scripts once all job references to them have been deleted.
