VGC to not generate flows and delete them on device during Port Delete

When Port Delete comes to VGC, VGC was generating the flows and sending them to voltha to delete them. Since the operation is Port Delete, there is no need to delete flows in the device and hence VGC should not send delete flow request to voltha.

VGC should only clear the flows in its internal cache and clear all flow data in the DB.
