If .volt/ was created by voltctl or one of the tools we may have another problem to contend with.

Updating content in a common directory like ~jenkins/.voltctl/ will cause problems:

• Intermittent failures when files are edited (temporarily unavailable during file (re-)move/replace)
• jobs modifying the config file will change parameters for other pipelines that pay attention to the config.
• Safe answer would be to have command installers create a config file in jenkins $WORKSPACE and always run the tool using the job-specific config file.
