helm chart sanity test has issues pulling correct images

      Description

      https://jenkins.opencord.org/job/verify_voltha-helm-charts_sanity-test/1060/console the sanity test for  voltha-helm-charts is not pulling the correct image from master causing crashloopback. This is because the the sanity is picking up the release version of the pod images as we did not set the -f examples/dev-values.yaml in the helm insatll command in the pipeline
