Research why openolt repository did not notify owner that changes were made.

A patch was submitted but Burak (as the repo owner) was not sent a code review request:

TODO:

1. Check if ownership has been captured in repositories or if the docs.voltha list is simply informational.
2. Check what plugin is being used by the olt repository.
3. Highly unlikely Burak would not have received a code review request for this checkin.  The heuristics plugin should have detected him as a volume contributor and emailed a request.
