Recover ONU on onu adapter restart when ONU during activation

As of now , opeonu adapter is not able to handle ONUs on restart when ONUs were activating.

The idea here is to check the state of the ONU before recocile.

if the ONU was in activating state and a rconcile was requested by core , it means the onu adapter restarted while ONU was activating.  in this case onu adapter can just start a mib reset again on the ONU and complete the mib download and update the states
