      Description

      Disable failing scale tests attempting to run on failing/unusable hardware.

      We have two banks of machines voltha-scale-1 and voltha-scale-2.

      Forget which but one of these two pods are unusable (only 3 blades of the 8 available are usable).

       

      Tests should be disabled but can be manually triggered when needed.
