openonuAdapterGo - inconsistent assignment of DS Priority Queue Pointers in Gem Port Network CTPs

The following issue was reported by yun.dh@deltaindex.kr via Slack for VOLTHA 2.9 which seems to be valid for newer versions too:
"ONU enabled 4 UNI PORTs, and when we set 4 Queues and set through OMCI, we saw that 4 Mapper Service Profiles and 16 Gem Port Network CTPs were set.
This creates a very interesting point: only Gemport network CTPs connected to one of the four Mapper Service Profiles are set to the Priority Queue Pointer for DownStream.
And I think it's only for the last instance of Mapper Service Profile. (ex:1301) In my opinion, all Gem Port network CTP should have a downstream Priority Queue, but why only one?"
