voltha 2.10 release -vs- atomix

A voltha-docs failed lint checking due to a release notes dependency (voltha 2.10) on Atomix.

The atomix repository exists but contains no tags or releases:

• https://github.com/atomix/atomix/releases

These must have existed at some point else the release notes could not have been checked in.

What happened to the downloads/dependencies ?  People working with 2.10 will still need them.
