      Description

      Create a test case to check ONU capabilities against configuration requirements regarding number of priority queues.

      The test case has to require more priority queues than ONU capabilities. Check for correct reason/state of ONU and kafka message:

      "ONU_CONFIG_FAILURE_MISSING_US_PRIORITY_QUEUE"
      "ONU config failed - no further upstream PriorityQueue resources available at ONU"
