VOLTHA: jenkins job did not react to /home/jenkins/.volt/config-minimal: Permission denied

Job eventually failed due to a missing ethernet device but testing did not seem to react quickly and instead may have manifested farther downstream.

Figure out what happened, my suspicion would be an open/read call is not testing for failure status.
