      It was suggested during the TST meeting to generate an event to notify the other systems that a reboot attempt is failed during device deletion.
      If the reboot OLT operation which is done right after the deletion of OLT in olt-adapter fails, no need to send an error back to rw_core. Just send an informative event to Kafka bus .
