openonuAdapterGo: Configure encryption ring on XGS PON

      Description

      Currently, value 3 (downstream unicast) has established as the default value on ONUs and OLTs for EncryptionKeyRing on XGS PON. However, in order to exclude possible misconfigurations, an explicit configuration of the value would be appropriate. For the time being only value 3 (downstream unicast) has to be supported for explicit configuration.
