enableDhcpOnNni set to false causes missing flow rule

      Property enableDhcpOnNni of org.opencord.olt.impl.OltFlowService is set to false even if it should be true according to the desired configuration, this causes the downstream DHCP flow rule to be missing in "Test disable ONUs and OLT then delete ONUs and OLT".

      Initial investigation points to the property remaining to its default value of false on one of the ONOS instances during setup (onos-voltha-startup-combined.log.gz)
