Update ONOS olt-app for FTTB Subscriber traffic

The FTTB Subscriber traffic comes as double tagged on the UNI of the ONT (PON part of the DPU) and should be forwarded transparently to the OLT.

On the OLT, the outer tag should be replaced with the configured S-tag for that subscriber. The pbits should be retained.

Also the OLT-app should flush the cache before it looks up the FTTB Subscriber data in Sadis, this is because the FTTB Subscriber data gets updated on the fly and the info in Sadis might be stale.
