With story https://jira.opencord.org/browse/VOL-4421 rw-core starts using "delete force" command which results in RPC delete_device() towards ONU adapter even if it is in reconciling state. The ONU adapter must be able to cope with this and ensure the correct processing of this RPC in every situation during the reconciling.
