Igmpproxy: app not sending periodic queries and keepalive messages

Here are the steps to reproduce the issue.
setup:
Test docker container <-> OvS <> ONOS docker container
1. Installe igmp proxy app along with its dependent apps in ONOS
2. Push proxy configuration to ONOS along with ssm entries for a multicast group
3. Send igmp joins to the grouo that already configured in ssm table
4. Enable capture filter on subscriber interface and proxy configured interface in OvS
5. Observe that subscriber port wont receive any periodic queries and
proxy connected port wont receive any keep alive messages
attached ONOS log which shows proxy configuration and flow entry for multicast group
Note: seen below log messages on ONOS when testing.
