Description

Latest rebase activities had some msising merge from corrections introduced into this patch:
https://gerrit.opencord.org/c/voltha-openonu-adapter-go/+/26607
Moreover resulting OnuAdapter behavior showed that some further code extensions are required to prevent the code from unintended multiple starts of the upgrade procedure, including the denial of a new upgrade start while the processing is still running the cancelation of a previous processing.
