Delete flow request fails after a Core restart

After a core restart, no flows are present in the core (flows are not persisted, but meters are). In scenarios where the OF controller sends a delete flow following a Core restart, the Core rejects this request as it does not have that flow in memory at that time. In such a scenario, if the Core can decompose those flows and send them to the adapters then it should accept these requests instead of outright rejection.
