Set the default command line options in a single way

Currently, the default command-line arguments are set in a "New" function as well as during the parse command-line options call. This is redundant and can be a source of confusion during long-term code support. The defaults should only be set via the parse command-line processes as the "New" function does nothing but assign the same defaults.
