With the EnableDevice call, adapters unlock the ports of the device and change the operational status of the device to active. But if this unlocking fails they don't make any change to device's operational state. in the TST meeting 08/04/2021 it is decided to change the operational status of the device to FAILED in this case. So the user will be informed for failure and rw-core will let the user to call EnableDevice again if the operational status of the device is FAILED.
