Increase uni-id range to 256 UNIs for Logical UNI Port number creation

      Description

      Currrently the logical UNI port number is created with
      20 12 4 0
      ------------------------+

      0 pon id onu id uni id

      ------------------------+

      pon id = 8 bits = 256 PON ports
      onu id = 8 bits = 256 ONUs per PON port
      uni_id = 4 bits = 16 UNIs per ONU

      In order to increase the UNI number per ONU as defined in OMCI spec, which is 256, bits reserved to uni_id should be increased to 8.
