Description

Changes to techprofile module for using protobuf definitions of techprofile template and instance. Also, do not persist the entire techprofile instance on kv store, but only a smaller foot print resource instance. The techprofile instance should be cached locally and reconciled on adapter restart (from resource instance stored on etcd).
