Description

The docker installation on Voltha Vagrant VM does not seem to yield the latest version.

The docker installation at /cord/incubator/voltha/ansible/roles/docker/tasks/debian.yml
needs to be checked.
It currently seem to use opt.dockerproject.org/repo ubuntu-{{ debian_version }} main

More better way would be to check
deb [arch=amd64] https://download.docker.com/linux/ubuntu $(lsb_release -cs) stable

Successful onos build may require 17.06.0-ce, currently 17.05.0-ce is being installed.
