Update tests for MEF and IETF changes and 5 tcont types

Currently the MEF version is used for BWPs, need DT needs to be updated with IETF and TT needs to test 5 tcont types:

the document describing the mapping of the bandwidth profiles to the Meter Bands is described in:

Page 10 describes the Bandwidth Profile components for Business/Residential Services and 11,12 describe the Meter Band to ITU DBA Bandwidth components. Page 11 Option 2) describes the use of a Meter to handle the PIR only case.
Slides 9/10/11/12 in the ONF Connect 2019 Tech Profile presentation attached also shows the upstream and Downstream mapping of the Bandwidth Profile components to Meter Bands and the association to TCONT Types.
