KV-store contains ONU specific data after RPC delete_device()

      Description

      Sporadically, after the execution of the test suite "Voltha_ONUReconcileTests.robot" including RPC delete_device() there is still an initialized structure of the ONU-specific data in the KV-Store. This was only seen in Jenkin CI.
