[voltha-go] device listing methods should fetch device data from agents (memory) instead of KV store

Logical and physical device data are already present in device agents. However, device listing APIs retrieve this data from the KV store.

To improve the performance of (logical&pyhsical) device listing APIs, device data should be fetched from device agents instead of the KV store.
