Non-zero pbit traffic dropped in the downstream direction

      Description

      The downstream BAL flow is missing pbit classifier (in this case it defaults to pbit-0). This issue is seen only in ATT workflow. This results in non-zero pbit traffic coming in downstream direction landing on a wrong gem-port which is subsequently dropped by the ONU.

      The fix is to have the right pbit classifier in the dowsntream BAL flow for ATT workflow.
