Description

When ONU fails to activate it sends a Start Up Failure Indication (SUFI) alarm and also an ONU Indication with oper_state="down". We need to clear the "discOnu" map in OLT adapter on either of these events - else further ONU discoveries from these ONUs will not be processed in the openolt adapter.
