      Description

      Enhance Context with OpenTracing Span for each API method exposed by Voltha components. The API to be covered includes:

      1. Indications received by Device handler in openolt-adapter

      2. Openflow commands handler in Of-agent

      The changes to VolthaServiceServer interface operations exposed by rw_core would be covered as part of VOL-3070. 

      Also, add device-type and device-id tags into Span wherever applicable
