Add Scenario to Verify Deleted ONU should be Discovered again

      Description

      To do this for both ATT and DT
      Scenario:
      1. Bring up the Setup and Perform Sanity
      2. Delete the ONU
      3. Wait for ONU to be Discovered again
      4. Perform Sanity again to validate everything works fine
